Phillips is the general manager and director of Video Arts Studios, a full service creative communications and production facility with offices and studios in Fargo, North Dakota.

He was one of the original founders of the Fargo Film Festival in 2001 and has served on the Fargo Theatre Board of Directors. He also served on the North Dakota Film Commission. His love of film and music is apparent in his work as a director/producer over the past 35 years.

Phillips has won numerous awards in the director’s chair including honors from the Houston International Film Festival, Telly Awards, American Advertising Federation and the New York Film Festival. This incredible story features never-before-seen interviews with members of the Little Rock Nine and Supreme Court Justice Stephen Breyer. This film shows how one judge and nine students changed the course of the civil rights movement in America.

Art will be on hand following the screening of “The Road to Little Rock” on Friday, March 7 at 1:30 PM at the Historic Fargo Theatre to answer questions about the movie. He will receive the Ted M. Larson Award during the 7 PM closing evening session on Saturday, March 8.
